The Department of Pension & Pensioners’ Welfare (DoPPW) has launched the month-long Nationwide Digital Life Certificate (DLC) Campaign 3.0 from 1st to 30th November 2024. The campaign spans over 800 cities and districts, embodying a “Whole of Government” approach by bringing together multiple stakeholders.
This year, extensive camps have been organized in approximately 25 cities and towns across Assam, including Guwahati, Barpeta, Dhubri, Kokrajhar, Nagaon, Tinsukia, and Nalbari, among others. In Guwahati, the State Bank of India (SBI) has set up camps at several places including SBI Maligaon branch, Dispur branch, New Guwahati branch, Guwahati main branch, and GMC branch. Shri Dilip Kumar Sahu, Under Secretary, DoPPW, visited these camps today to provide guidance to pensioners on face authentication technology for life certificate submissions. With extensive publicity and logistical support, these camps have seen great success, making the DLC process more accessible for local pensioners.
The 2024 campaign organized in collaboration with Banks, India Post Payments Bank, Pensioners’ Associations, UIDAI, MeitY, Ministry of Defence, Ministry of Railways and DoT, aims to ensure that pensioners, especially super seniors and incapacitated individuals, can easily submit their life certificates. Camps have been set up nationwide, and staff equipped with smartphones will assist pensioners in branches. Special provisions include home visits for bed-ridden pensioners.
To enhance the “Ease of Living” for Central Government pensioners, DoPPW introduced DLC submission via face authentication in 2021. This technology enables pensioners to submit life certificates through any Android smartphone, reducing the need for external biometric devices and making the process more accessible and affordable.
The previous campaigns were highly successful, with the 2022 initiative generating over 1.41 crore DLCs, including 42 lakh submissions from Central Government pensioners. The 2023 campaign, conducted at 100 locations, resulted in over 1.47 crore DLCs, with 45 lakh from Central Government pensioners.
