One of the major decisions made during the Assam Cabinet meeting on Wednesday was the approval of the creation of 72 temporary Assam Civil Services Senior Grade-I posts.
It was decided to house 72 ACS officers in order to improve administrative efficiency and strengthen the organisational structure of various departments.
Assam Chief Minister Himanta Biswa Sarma took to Twitter to share the key takeaways from today’s cabinet meeting.
“In today’s #AssamCabinet, we took several decisions pertaining to formation of Nagrik committees for police-public coordination, Senior Grade-I for ACS officers, revised pay of Judicial Officers, remuneration for PRI members, civic body election rules, etc.” he wrote.
The following key decisions were made during the cabinet meeting:
- Reconstitution of Thana-level Nagrik Committees
- Approval for the reconstitution of Thana-level Nagrik Committees to serve as a platform for police and public coordination.
- To be formed in accordance with Section 11 sub-clause 5 of the Assam Police Act. Nagrik, or citizen committees, will essentially serve as community liaison groups for individual police stations.
A committee to comprise

Chairman: To be appointed by the government Member Secretary: Police Station Officer-in-Charge

Ex-officio members include: a) the Circle Officer, b) the Block Development Officer, and c) the senior-most officers of Health, Excise, Social Welfare, and PWD, among others.

Members: a) Chairman of Municipal Corporation/Board (outside Guwahati) or Ward Commissioners (in Guwahati), b) Development Authority’s senior-most public representative.

Nominated-Selection with the assistance of Guardian Ministers (Rs 250 per sitting): a) DC nominated three members; b) SP nominated three members.
Responsibilities and functions:

Facilitate the timely delivery of Police Department citizen-centric services.

Ensure that the police respond to grievances filed in police stations.

Investigate any incidents of alleged misbehaviour.

Provide information and feedback from the community to help improve policing.

Make use of various public forums to raise concerns about police actions in matters of national security and public good.

Raise public awareness about critical social issues such as drug abuse, human trafficking, witch hunting, domestic violence, and so on.
For ACS Officers, Senior Grade 1

Approval for the creation of 72 temporary posts at Assam Civil Services’ Senior Grade-I (SG-1) to accommodate 72 ACS officers in order to strengthen the organisational structure of various departments and increase administrative efficiency.

There will be 250 SG-1 ACS officers (up from 178), with the shortfall filled by promoting 72 eligible SG-II officers from the 1995, 1997, 1999, 2002, and 2004 batches.

The proposed 72 temporary positions will be assigned to promoted officers. Once an officer is adjusted against regular SG-1 level vacancies or promoted to Selection Grade, the officer’s temporary SG-1 position will be reverted to SG-II.

Judicial Officers’ Salaries Have Been Revised
Approval of the revised pay structure for Judicial Officers of the Subordinate Judiciary in accordance with the recommendation of the Second National Judicial Pay Commission (SNJPC).
Remuneration to elected PRI members

Remuneration to elected members of the State’s Panchayati Raj Institutions (PRIS) from the Sixth Assam State Finance Commission’s Devolution Grant for the smooth operation of PRIS.

With effect from April 2022, remuneration will be paid monthly to PRI members’ bank accounts.
