Guwahati Refinery Carries Out Offsite Disaster Mock Drill

Guwahati Refinery on February 25 conducted an onsite cum offsite Disaster Mock Drill.
The mock drill was commenced in joint association with Kamrup (Metro) District Administration. The mock drill was initiated to check the effectiveness of the emergency response and preparedness of the Refinery in tackling emergency situations in case of offsite disaster.

The scenario considered was- “An LPG leakage from the upstream flange of ROV of run down line of Horton Sphere V3 leading vapor cloud formation both inside and outside the Refinery. The LPG vapors spread beyond control and propagates outside the refinery boundary towards the road near the Noonmati market area adjacent to the railway tracks.
On seeing the situation out of control, the Chief Incident Controller (ED & Refinery Head of GR) consulted the District Authority and Offsite Disaster was declared. Immediately, all agencies sprung into action and the situation was brought under control.”

Accordingly, after receiving intimation from the District Authority about the controlled situation, the all-clear siren was blown.
After the drill, a debriefing session was conducted. The session was headed by ED & Refinery Head, Guwahati Refinery S Manchanda. Many other senior officials of Guwahati Refinery, District Authority, and other agencies were present at the debriefing session.
Dy. Chief Controller of Explosives, PESO, Guwahati MIZ Ansari attended the meeting virtually.

The debriefing session was carried out following all Covid protocols. Senior officials, observers, and some associated agencies joined the session and shared their views virtually. The entire mock drill was conducted under constant monitoring & guidance of Refineries Headquarters, New Delhi.
