The Centre on Wednesday issued new Unlock 5.0 guidelines. The new Unlock 5.0 will become effective from October 1. This was announced by the Ministry of Home Affairs and has given detailed guidelines for Unlock 5.0.
Amid the steep rise in the number of COVID-19 cases in the country, the Centre will be opening up more activities in areas outside containment zones.
The new Unlock 5.0 guidelines were based on the feedback received from states and Union Territories (UTs). The guidelines were also based on extensive consultations with Central Ministries and Departments.
The activities permitted from October 15 in areas outside the Containment zones are:
Cinemas/ theatres/ multiplexes will be permitted to open with 50 percent of their seating arrangement. The Ministry of Information & Broadcasting will further issue an SOP.
Business to Business (B2B) Exhibitions will be allowed to re-open and the Department of Commerce will issue separate SOP.
Swimming pools will be opened only for the training of sportsperson. The separate SOP will be issued by the Ministry of Youth Affairs & Sports (MoYA&S).
Entertainment and Amusement parks will re-open and the Ministry of Health & Family Welfare (MoHFW) will issue SOPs.
The states and UT governments will have the freedom to make the decision about the re-opening of schools and coaching institutions. Online or distance learning will still continue and will be encouraged.
Students may attend schools/ institutions only after written consent from parents.
Regulations on Gathering:
Social/ academic/ sports/ entertainment/ cultural/ religious/ political functions and other congregations have already been permitted with a ceiling of 100 persons. This is only for places outside the containment zones. Now state and UT governments have been given the flexibility to permit such gatherings beyond the limit of 100 persons. However, it must be outside the Containment Zones.
To ensure that such gatherings do not spread COVID-19, the state and UT Governments will issue SOPs to regulate such gathering.
