According to officials, Manipur would discontinue providing government subsidies to households with more than four children.

The Manipur State Population Commission has been established as an ordinance, and the state cabinet under Chief Minister N Biren Singh has resolved that no government assistance will be given to families with more than four children.

If any couple has more than four children after the Manipur State Population Commission’s order is put into effect, no member of the family will receive any government benefits.

A private member’s resolution to create a population commission in the state has already been unanimously approved by the state legislative assembly.

Manipur’s population, as of the 2011 Census, is 28,56 lakh. According to an national daily article, it was 22.93 lakh in 2001.

Prior to January 1, 2021, Assam had issued an order prohibiting anyone with more than two children, whether they have a single partner or several partners, from holding a government position.

Khumukcham Joykisan, an MLA for the Bharatiya Janata Party, has proposed the resolution due to the alleged infiltration of outsiders into the state. He cited official data to claim that the 153.3% population growth in Manipur’s hill districts from 1971 to 2001 sharply jumped to 250% between 2001 and 2011.
