What is Private Member’s Bill?

Private Members’ Bill is introduced by the Member of Parliament (MP) who is not a minister. Member of Parliaments (MPs) other than ministers are known as private members, whereas ministers are known as government members. Hence, bills introduced by private members are known as Private members’ Bill and bills by government members are known as Public Bills.

Procedure of a Private Members’ Bill:

Members of Parliament (MPs) of both the rulling party as well as the opposition can introduce a Private Members’ Bill. An MP who is a private member, can move legislative proposal or bill on issues that needs to be addressed and its drafting has to be done by the member concerned. However, its introduction in the House needs a month’s notice. Also, it is of importance to be note that a private member can give a maximum of three notices for the Introduction of Private Members’ Bill during a session.

Private Members’ Bill can be introduced or discussed only on Fridays whereas government bills can be discussed any day.

In order to become an act, the Private Members’ Bill must be passed in both the houses. Once passed in both houses, it is mandatory for President’s approval. A parliamentary Committee on Private Members’ Bill is set up to go through the bills and classify them on the basis of their urgency and significance.

Significance:

Considering a country like India with such wide diversities different issues are raised every day. With the Private Member’s Bill individual MPs either from ruling party or opposition can draw up the government’s attention to issues and gaps in the existing legal framework.

In a democratic country, it is very important to emphasize on the opinions of opposition parties as well. With the cross-examination happening in both the houses during session help in the better functioning of our government. Thus, the introduction of Private Members’ Bill it reflects the stand on opposition party on public matters as well.

MP Ravi Kishan on population control:

On July 22, 2022 BJP Lok Sabha MP Ravi Kishan to introduce Private Members’ Bill on population control. Actor-turned politician Ravi Kishan who is the father of four children added “This is a Bill for development. The day it is passed, the nation will fly towards being a Vishwa Guru. I am viewing this Bill only with an aspect of development and not that of caste or religion.”

But he has received backlash from netizens, as few points towards his own efforts on population control as he has four children.
